Many smokers claim that their habit helps them to relax, but there is no doubt that smoking is harmful to health and has a detrimental effect on athletic performance. Tobacco smoking is a major, preventable factor leading to death. Almost 20 per cent of deaths in the USA have been attributed to diseases associated with inhaling the products of combustion from the tobacco plant, Nicotiana tobacum. These products include nicotine, carbon monoxide, and tars.

The psychological and addictive effects of smoking cigarettes are attributed to nicotine, a drug that stimulates the central nervous system and enhances arousal. Nicotine affects blood pressure and heart rate directly, increasing the risk to smokers of coronary heart disease. It also affects hormone production. For example, cigarette smoking lowers blood oestrogen levels and therefore reduces bone mineralization. When inhaled, the carbon monoxide passes into the bloodstream where it combines with haemoglobin, reducing the ability of blood to transport oxygen. Among heavy, chronic smokers the reduction may be as much as 10 per cent, reducing their ability to take part in strenuous exercise, and accounting for the breathlessness experienced by most smokers. Tars inhaled during smoking are microscopic, organic substances which can stick onto cells in the lungs. Some tars release free radicals that may be carcinogenic and increase the risk of lung cancer. The high production of free radicals in smokers may explain why they break down vitamin C faster than non-smokers (vitamin C is one of the antioxidants that mops up free radicals). It is estimated that the vitamin C requirements of smokers may be twice as much as non-smokers. In the UK, the RNI for adult non-smokers is 40 mg but smokers require more vitamin C (possibly as much as an extra 80 mg); in the USA, the RDAs are 60 mg for non-smokers and 100 mg for smokers.

Smoking is highly addictive. Smokers who try to give up may suffer withdrawal symptoms including a persistent craving for tobacco, irritability, poor concentration, and weight gain. The weight gain is popularly attributed to eating more to compensate for the lack of oral gratification provided by smoking. However, the gain may also be due to metabolic changes because nicotine increases metabolic rate, particularly during exercise. It is sensible for ex-smokers to moderate the effects of weight gain by increasing their aerobic activity. They should also control their feeding habits carefully. For example, snacks should consist of nutritious, low calorie foods such as raw vegetables and fruit.

Parental consent must also be provided before any change in special education services may occur. The district must ensure that parents understand proceedings of the IEP team meeting including arranging for an interpreter for parents with deafness or those whose native language is other than English.


•To Refuse to Consent
Parents may refuse to consent to an assessment or the placement of their child in special education.


•To Be Given a Nondiscriminatory Assessment
Children must be assessed for special education through the use of methods that are not culturally biased or discriminatory.


•To Receive Independent Educational Assessments
If parents disagree with the results of the assessment conducted by the school district, they have the right to ask for and obtain an independent educational evaluation at public expense.


The parent is entitled to only one IEE at public expense each time the public agency conducts an evaluation with which the parent disagrees.


When a parent requests an IEE at public expense, the school district must, without unnecessary delay, either ensure that an IEE is provided at public expense, or request a due process hearing if the district believes their assessment was appropriate and disagrees that an IEE is necessary. The school district also has the right to establish the standards or criteria (including cost and location) for IEEs at public expense.


•To Access Educational Records
Parents have a right to inspect, review, and obtain copies of their child s educational records.


•To Stay in the Current Program If There is a Disagreement About Placement
If parents disagree with the district regarding their child s special education placement or a proposed change in placement, the law requires the student to stay put in the current program until the dispute is resolved.


•To Be Given a Hearing Regarding Disagreements About an IEP
Parents have the right to present a complaint relating to the provision of a FAPE for their child; to have an attorney, an advocate, and the student, if appropriate, present at the due process hearing; and to make the hearing public. Under certain conditions, the hearing officer may award, reduce, or deny the reimbursement of attorneys fees and fees paid to nonpublic institutions by parents in the settlement of a case. To request a due process hearing or to receive a complete notice of procedural safeguards related to a due process hearing, contact the Office of Administrative Hearings (see contact information below).


•To Receive Mediation
Parents are encouraged to consider settling disagreements regarding their child s special education program through voluntary mediation, a process through which parties seek mutually agreeable solutions to disputes with the help of an impartial mediator. Parents may seek mediation alone or separate from due process, or they may participate in mediation pending a due process hearing. Mediation cannot be used to delay parents right to a due process hearing.


•To File a Complaint Against Your School District
If parents believe their child s school district has violated the law, they may file a complaint with the California department of Education. The Department must investigate complaints alleging violations of noncompliance with IDEA, state special education laws, or regulations, and issue a written report of findings within 60 days of receiving the complaint.


•To Be Informed of School Discipline and Alternative Placement
There are specific rules regarding the suspension and expulsion of students with IEPs. Generally, a student with a disability may be suspended or placed in an alternative educational setting to the same extent that these options apply to students without disabilities.


If the student with a disability is in such a placement for more than ten days, an IEP meeting must be held to consider the appropriateness of the child s current placement and the extent to which the disability is the cause of the misconduct. Regardless of the child placement, the district must provide FAPE


•To Be Informed of Policies Regarding Children Who Attend Private Schools
School districts are responsible for identifying, locating and assessing students with disabilities enrolled in private schools by their parents. However, school districts are not required to provide special education or related services to these students. There is no entitlement for services, though some private schools and students attending private schools may receive some services from the school district.

Khurarrianwala (Faisalabad) is well known as an Industrial Hub in Pakistan. Many Textile firms are manufacturing different products and mostly export these products to foreign customers. Merchandisers of each industry send their product’s samples to foreign customers for approval of product design, shape, and quality etc. Till 2004, most of the industries had to go to FedEx office Faisalabad to handover their parcels to be delivered to the foreign customers. By analyzing the growing demand in this area, DHL opened its office in Khurarrianwala in 2004. DHL offered the logistic services to all firms for sending their product samples to foreign customers. Textile firms in that area used to hand over their parcels to DHL at their Khurrarianwala office and the daily closing time of sample collection was 05:00 PM. Some of the students of a University located in Faisalabad conducted a research and found that 70% market share in that area was captured by DHL till end of 2005. At the end of 2006, all firms switched over from FedEx to DHL. The major reason of switch over was the distant location of FedEx as it was 40 KM away from the area. Afteranalyzing this situation; FedEx started to collect samples (parcels) from each and every firm in that area and created the competition for DHL. FedEx got the 90% market share in that area at the end of 2009 but DHL had only 10% market share at that time. Customers are more satisfied with FedEx as many merchandisers said that FedEx delivery system is bit fast.
